[comp.protocols.tcp-ip.ibmpc] How can I get NCSA TCP-IP?

Could someone please tell me where I might obtain a copy of the
NCSA TCP-IP software for IBM PC's?  Am I correct in assuming it
is public domain software distributed in source form?

They can be FTP'd from 128.174.20.50 and the TN3270 version
can be FTP'd from 128.153.4.2
