[comp.protocols.tcp-ip.ibmpc] NCSA and 3C503 packet driver - won't start

I'm having trouble getting NCSA 2.2tn to run with the 3C503 packet
driver I downloaded from Clarkson.  Below are my autoexec.bat and 
config.tel files.  When I type "telnet" (I have a batch file pointing
to the config.tel file, as per the manual) the screen clears and at the
top in green I get: NCSA Telnet, reading configuration file...

and then nothing.  My packet driver loads without error when I boot.
My 3C503 card has the following settings: 
	irq		3
	Base I/O	2e0
	Shared mem	dc0000
	transciever	1
Anyone have any ideas what I'm doing wrong?
