Can somebody tell me what it is, please?

KA9Q is a TCP/IP suite of protocols that was written by Phil Karn et al who 
did it specifically for Amateur Packet Radio.  It has been enhanced to be
able to support regular ethernet cards via the packet driver by Russ Nelson
from Clarkson U.  IMHO, it is a well written piece of networking software
that supports telnet, ping, arp, finger, smtp, routing, and ftp.  It is
available via anonymous ftp from flash.bellcore.com [128.96.32.20].

Two things -- Phil has a 3c501[1] driver built-in, and it's free only to
amateur radio operators and educational institutions.  All others must
contact Phil for permission.  He has been known to give that permission.

    [1] Insert obligatory statement about how slow the 3c501 is, and how
    3Com wishes they hadn't been forced by the marketplace to sell it for
    as long as they did.  I'm guessing on the latter.
