[comp.protocols.tcp-ip.ibmpc] Who is doing TCP for Microsoft?

Microsoft is adding TCP/IP support to LAN Manager.
Are they doing it themselves or are they getting it from someone else?
If the latter, who?

Originally, they were going to get it from Excelan.  However,
according to the trade press, that fell apart last summer after Novell
bought Excelan (much enmity there).  Latest trade press reports
indicate that the Microsoft offering will be an HP/3Com effort.
