[comp.protocols.tcp-ip.ibmpc] RFC 868 and DayLight Savings time.

RFC 868 does not mention how daylight saving time is to be handled.
Does anyone have official advise?
Does the GMT vary with DST?  What will port 37 give
me after DST changes?  Does the number of seconds that port 37 reports change
by 3600 or does an application receiving it have to know whether or not
to modify what it gets.
I am guessing that right now since I have to add 4 hours to what I get that
in the fall after DST changes I will have to add 5.  Is this correct?
This is based on the assumption GMT does not vary and it is up to the local
system to adjust (it should be this way).
