Maybe that is not exactly what you are looking for, but I just stumbled over a new shareware TCP/IP program WINQVT for Windows 3.0 which works (only) in standard and 386-enhanced mode, promises several telnet sessions in separate windows, and runs over packet drivers with a special interface to access the real mode driver from protected mode. I couldn't yet try it out, but it looks very interesting. I can be found in the anonymous ftp-archive on cica.cica.indiana.edu under pub/pc/win3/util/wnqvtnet.zip among a lot of other nice Windows 3 programs.
