[comp.protocols.tcp-ip.ibmpc] NCSA 2.3b14 and DEPCA card

I just dragged down NCSA Telnet 2.3B14, and have been playing around 
setting it up on a PC using a DEPCA card ( DEC's ethernet card - previously
unsupported ). I managed to get it up and running with no real problems,
and have just one minor question about it. 
 
Looking thru the config.tel file I see that the example entry for the DEPCA
includes information on i/o addresses, interrupt etc. However, when using it
( hardware=decnet ) it seems to insist on having a minimal DECnet stack loaded
( sch and dll ), and seemingly ignores the  hardware settings. 
 
Is the built in DEPCA driver just talking thru DLL ?? If so what is the 
significance of the hardware settings in config.tel ( if any )???
 
Any information on this would be greatly appreciated ( I'm hoping to
avoid having to load sch and dll to conserve memory - even 50k is
precious! )
