   Has anyone experienced the following?

   If the configuration file config.tel is renamed to say X, and the
environment variable CONFIGTEL set appropriately such as

      		CONFIGTEL=c:\apps\ncsa23b\X

all programs complain of the error "initializing network or getting
configuration file".  The programs seem to check for the presence of
config.tel first rather than using the environment variable CONFIGTEL
to read the configuration file pointed to.

   The answer to the above is the following.

>>NCSA Telnet now looks for an environment variable CONFIG.TEL
>>(note the '.').
