Take a look at RFC 1147, "FYI on a Network Management Tool Catalog." Descriptions of both pacakges, along with ftp sites and points-of-contact, are listed. I was remiss in not mentioning that a free SNMP implementation is now bundled in the ISODE package; this package is not described in RFC 1147.
