No.  The newsgroup name is net.news.config, NOT net.news.configuration.
There has been no discussion of changing it and it was certainly not
changed.

The original name was not truncated for 14 character reasons.  The old
rule was that the name had to be unique in the first 13 characters, and
obviously there have been no conflicts with net.news.conf* names.
Had we wanted it to be called net.news.configuration, we would have named
it that in the first place.

It was called net.news.config because people (including myself) are too
lazy to type out configuration.  We are not the first - 4BSD comes with
a configuration program called (surprise) "config".  There's also the
issue that some people probably can't SPELL configuration, and it could
also be expanded as configure.

I never heard that the group net.news.config had been lengthened to 
net.news.configuration.  Is this true?  What would help would be
another of those wonderful newsgroup lists that used to come out every
month or so.  I don't remember seeing one here since we switched to
2.10.1.  Are they still being produced and just not making it here,
or did the person who used to do this stop?

(By the way, if it was stopped, do not construe in any way that this is
a criticism of that decision by the former author.)

I have seen absolutely NO discussion of "officially" changing the name
of net.news.config to net.news.configuration!  When did this happen?
Must have been while I was asleep, and I missed all notices!  The
latest list of active newsgroups posted this month specifically lists
"net.news.config";  it does NOT list "net.news.configURATION".

I keep seeing articles in the "junk" newsgroup because they are posted to
net.news.config -- even though the name has been officially lengthened now
that newsgroups names are only limited to 14 characters PER component. Are
people posting to the old name out of habit or because their machine has not
yet been upgraded to news version 2.10* ?

This problem is probably going to get worse. New newsgroup names can (and
should) be explicit enough to signify the general meaning of the newsgroup
(with the possible exception of groups like net.motss -- which should
probably deliberately retain an obscure name if it is created). As a matter
of fact, it would be nice if groups like net.dcom and net.std were expanded
to more useful names that would encourage more (proper) usage. Has anyone
considered allowing partial matching of newsgroup names?
