[comp.society.futures] Computer Networks and the FCC

Recently, while reading the Washington Post, I came across an article that
discussed new FCC charges on inter-state computer communications similar to
FCC charges on inter-state long-distance calls.  The article said that the
FCC has the authority to apply access charges and has been holding off so the
network industry could grow unimpeded.  Now that the industry has matured, the
FCC wants to tax connect-time.  Any knowledge about this out there?
     
By the way, this a way country (you could read the USSR here if you want, but
don't have to) could limit free communication on a UUCP link?
