For some grim future police speculation take a look at "Jagged Orbit" (?) by John Brunner. In this future streets have a special "riot lane" surrounded by concrete walls just so police can get around without hindrance. Rioting gets so bad sometimes they call in a "LR" , a last resort strike, which means they completely wipe out a city block with an airstrike. There are also neigh- bourhood militias who practice armed defence of their block. Can't remember much more than that (like what the story was).
