[comp.ai.neural-nets] looking for technical reports

I am looking for technical reports/papers describing the work done
by V. HONAVAR and L. UHR on neural net learning through link-generation.
So far, I have two references to tech. reps. from the CS department
at the University of Wisconsin, Madison. I will appreciate it if
someone could tell me how to get these reports, or other related stuff.

Any other references on the topic of learning through network topology
modification will also be appreciated.
