[comp.ai.neural-nets] Neural net packages, papers on economic forecasting

I am posting this for a friend who is just starting to
wade through the infinity of stuff on neural nets.

Can people recommend software packages or references
for applications of neural nets to economic or
financial forecasting? My friend is familiar with the
Los Alamos paper by Lapedes et al and by some work by
Halbert White of San Diego, but surely there is more
out there.
