Answer 1:  There is no generally accepted definition.

Answer 2: (giving it a shot anyway) A collection of units, each of
which operates in parallel with and independently of the others, 
performs a function based solely on its inputs and local
memory, and produces a single output value  [ ok let's have the
runon sentence here...] ; of arbitrary connectivity between units,
operating either synchronously or asynchronously.

You lose... this is a phrase.  The appropriate response is "A neural net is
a nonlinear filter".  ;-)

Actually, lets extend this a bit:  A neural net is a nonlinear adaptive
filter.

or perhaps:  A neural net is a nonlinear adaptive dynamical system.

I'll have dinner with President Bush and ask him:  "Can you define an energy
policy in one sentance?"
