[net.news.group] Whatever happened to usa.all?

A while ago, there was some discussion about having a usa.all type
group so that European and other overseas sites wouldn't have to pay
for long distance calls for information that doesn't interest them.  On
our machine there aren't any usa.all or na.all newsgroups for posting
articles of interest only to those in the United States or Europe.

Here in the San Francisco Bay Area we have ba.all local groups.
Although the groups ba.bicycle, ba.food, ba.general, ba.music,
ba.news.config, ba.news.group, ba.singles, ba.test all exist, most of
them are dead except for ba.general and ba.test.

I would recommend that we start at least a usa.general newsgroup so
that there is at least one place that USA-oriented news can be
submitted.

Please, let's *not* have usa.*! Subject and distribution shouldn't be
tied up like that; having to do things that way is a sign of a lack
in the tools we use, or perhaps in our use of them.  (I refer any
interested parties to a discussion that started out as a cognitive
engineering question in net.cog-eng on just this subject.)

Let us have tools that ask for and honor distribution requests on messages,
please, not a proliferation of groups to try to solve a problem that
groups were never meant to solve.
