I am looking for a good introductory text on neural networks.

Neural Computing: Theory and Practice by Philip D. Wasserman is a good book.
We are using it in an 400 level EE course on intro to neural networks.
It doesn't give many derivations, but it gives the basic alogorithms.
It's a good book to learn the basics with.  I have heard that it
might not be deep enough for some graduate students however.

Check out the PDP books "Parallel Distributed Processing" Vol 1&2 by
Rummelhart & McClelland (MIT Press 1986)
There was also a followup workbook with exercises and software a couple of
years ago (also from MIT Press).

For more recent developments and what's going on in application land, check out
the IJCNN transactions (from IEEE) for the last few years.
