We have 3.1 installed here.  The manual page doesn't say anything about
them (it reads the same as above).

The question was really does Ultrix 3.1 have BSD or System V 'cron'?

It still has BSD style, but recently a PD System V cron was posted to
one of the sources groups. (maybe that was subject of the original
message in this thread?)

Nope.  Nor will 4.0.

But my free and portable cron does.  It's available via anonymous FTP
from gatekeeper.dec.com, or on the DEC Easynet on node decwrl::.  Look
in /pub/misc/vixie.
