[comp.unix.ultrix] Capcity Upgrade Problem

We just finished upgrading our DECSystem 5400 to Ultrix 3.1D,
and after completing the procedure found that any attempts to
login as something other than root produced "To many users logged
on already.  Try again later." After installing the 16-user
capacity upgrade, this behavior did not change.  Customer Support
in Atlanta has not provided a solution yet.  Does anybody have any
ideas on what might be wrong?  The system advertises the fact that
it supports 16 users at boot time, and running /etc/license also
produces a 16 user message.  But the fact remains that NO logins
other than root are allowed.

The mystery has been solved.  It turns out that in order for the
capacity upgrade stuff to work, the kernel config file has to
have the QUOTAS option enabled.
