Is it the ultrix.config file, > or the Ultrix Make? Nope it's Imake.tmpl which does not check if you are compiling in the source directory or just from the installed stuff. It makes any libraries it has to use as dependencies which of course does not work. Following my signature are my fixes to Imake.rules. No garantees but compiles started working for me after I fixed it. Hope it helps.
