Smallest run time environment is something like, say, 150K. Complete development environment (for the macro language, including debugger and several macro-language programs) is about, say, 700K. (No guarantees, just estimates). Yes, it can be ran off a floppy, but the startup time will be a bit long, I gather (because several macro files have to be loaded in). Harddisk recommended. As far as I know, it can only be ordered in the States. It's being produced by a firm known as UnderWare Inc. (sic). For availability and price I suggest that you check BYTE magazine and look for a 2 or 3 page add from "The Programmer's Paradise" or something like that. BRIEF should be in there somewhere.
