[alt.config] newsgroup creation non-policies in the alt subnet

Brian did a good job of explaining how free speech works in the alt network.
(You just speak.)  Of course, if you create something that a site doesn't
want to read, they won't necessarily receive it or pass it on.

He did such a good job that the only reason I'm posting this is to clarify
why I post occasional checkgroups messages:

Actually, it's not that at all.  I do it to update the
/usr/lib/news/newsgroups file on alt sites, which lists the purpose of
each newsgroup, and to let people know to locally create each alt newsgroup
so that messages in them won't fall into "junk".
