~ MONTREAL - Sporting the self-satisfied smile of a child about to collect
~ big money for his cache of pop bottles, the man in the brown coat strode
~ in and plunked 19 used syringes, one by one, into the plastic jug on the

~ He has been here before and knows what to expect: Five clean needles and,
~ invariably, the good wishes of the proprietors...He will probably be
~ back tomorrow night.

~ This kind of transaction is a daily occurance at CACTUS, a French
~ acronym for a nearly six-month-old program created to help stem
~ Montreal's alarming spread of AIDS, or acquired immune deficiency
~ syndrome....

In the USA, both the man in the brown coat and the CACTUS workers would
be arrested for possession of drug paraphernalia. If either had the
syringes (with drug residue) in his car or home, then the car or home 
(if worth less than
$100,000) could be "administratively confiscated", meaning the person
who lost the property would have no right to legal counsel and would not
even have a trial unless up to $5,000 was put us as a bond to pay for
the trial. "War on Drugs" or "War on People" with AIDS as a weapon?
