In the USA, both the man in the brown coat and the CACTUS workers would be arrested for possession of drug paraphernalia. If either had the syringes (with drug residue) in his car or home, then the car or home (if worth less than $100,000) could be "administratively confiscated", meaning the person who lost the property would have no right to legal counsel and would not even have a trial unless up to $5,000 was put us as a bond to pay for the trial.
