I have a book you might be interested in:

        _AIDS and the Third World_ by the Panos Institute
        (published in association with the Norwegian Red Cross)
        Philadelphia, PA:  New Society Publishers, 1989

It has an appendix, giving the "global picture" of HIV.  The reported number of
AIDS cases at June 1988 are: Japan--66; Thailand--12; Philippines--13.  All the
rest of the Asian countries report ten or fewer cases.

The reported number of HIV+ for those three countries are:  Japan--1038;
Philippines--[the book has typos; this is an exact quote, for what it's worth:]
"61/60,0000 tests (0.1%)"
Thailand --"To October 1987: 69/2,656 (2.6%) male sex workers, 7/12,873 (0.05%)
female sex workers, 6/44,741 (0.01%) blood donors, 78/15,877 (0.5%) prosoners,
6/711 (0.8%) drug addicts [_Nation_, Bangkok, 6 December 1987]."
