Hi, We (The League of Gay and Lesbian Voters (Western Pennsylvania)) are working on putting together legislation which will allow state monies to be used to pay insurance premiums for PWAs who can't work anymore, instead of putting them on state assistence. Now I know the CARE bill permits this with federal monies, but we are interested in allowing this with state monies. We know such a programme exists in Maryland, and we believe it exists in other states (such as Michigan or Minnesota?) as well. It is also our understanding that such programmes typically cost less and provide better care for each patient. I am requesting any and all of the following so we can finish our proposal: 1) a copy of any legislation in which this type of programme has been proposed for any state; 2) whether a specific bill passed, and why or why not; 3) confirmation or refutation of the claims advanced above about such programmes; and 4) anything else you might have to say about such programmes, or pointers to information.
