[comp.protocols.ibm] termcap entry for ibm 3278-2

A 3278 does not work like an ASCII terminal (becuase it isn't one)
but uses a special control stream consisting of EBCDIC characters
and various special codes.  If it can use termcap at all, it would
depend on the software in use that makes it appear to be an async
ascii terminal.
