First off I assume you mean VMS vaxen, as TCP/IP comes as part of ULTRIX.

There are several sources. The best known (they have a joint marketing
agreement with DEC) is Wollongong's. (TWG = The Wollongong Group)
The product is called "WIN/TCP".

I believe your local DEC rep can give you info directly.

Other than that. Their home office is:
TWG
1129 San Antonio Road
Palo Alto CA. 94303-4374

415/926-7100

TWX 910 3732085

Site license arrangements are available on individual negotiations.
Runs over many things. Quoting from their installation instructions for 3.0

"The transmission types and devices currently available for WIN/TCP are:

Dedicated Ethernet (DEUNA, DELUA and Interlan NI1010A for VAX; DEQNA for
                        Micro VAX)
Shared Ethernet (DEUNA, DELUA and DEBNT for VAX; DEQNA and DESVA for
                        Micro VAX)
ProNET(tm) (Proteon p1000 for VAX; p1100 for MicroVAX)
T-1 (ACC6100 for VAX; ACC5100 for MicroVAX)
HYPERchannel(tm) (NCSPI13 for VAX)
DDN interfaces (ACC IF-11 (HDH and LH/DH) and 6250 (X.25) for VAX; ACC 5250
                        (x.25) for MicroVAX)."

TWG also offers NFS software for VMS.

The University of Pennsylvania has adopted WIN/TCP as it's "supported"
mechanism for connecting VMS vaxen to the PENNnet, the campus network.
Penn is a member of the Internet and supports TCP/IP as the "official"
protocol of PENNnet. (Here in engineering we run a bunch of other wierd
protocols, like DECnet, ChaosNet, XNS but we support them ourselves, and
they are blocked by IP routers from propigation over PENNnet.
We are a Class B site with over 250 nodes at last count.

You should probably subscribe to "big-lan@suvm" for more information
on such topics.
