I agree; it is too easy to create a newsgroup and too hard to delete one. Lately, this group has been getting more and more full with "A yes vote for net.wombats" type of messages. A suggestion: we begin the policy, once upon a time stated, but never enforced, that newsgroups are created in ONE and ONLY ONE way -- a discussion appears in some other newsgroup and shows signs of being robust enough for its own group. NO amount of votes -- EVER -- is enough to create a group without an active discussion somewhere to move into the new group. With -- what is the estimate -- six thousand? people reading the net, we could get twenty or so "yes" VOTES on ANY newsgroup. Not so easy is getting twenty or so people DISCUSSING something. So lets end this voting stuff, and begin creating new groups ONLY when they've SHOWN themselves to have something to put into them.
