From what I have gathered off the net, this seems to be the general consensus at this point for the format of comp.binaries.ibm.pc: 1) ARC files without Squashing 2) Standardized header (ala comp.sources.unix) for archiver programs 3) Speed!!!! Get programs posted quickly, and not have them lying around. If I have missed any, let me know. We can at least try to decide on this before a moderator is appointed. As far as a moderator, I believe ...!steinmetz!davidsen is creating a list of people who wish to become moderator, and then tally votes. I have already sent my application to him. I am willing to let the net decide on the format, and would abide by it accordingly. I have plenty of resources to maintain the archives, and since I'm on the system constantly, I might as well do something productive... :^) i can e-mail postings to those people whose postings get munged, and can make all archives available for anonymous ftp, and I may have them available to UUCP users as well through a mail server (but that is still up in the air).
