Most GIF pictures were created using either somebody's paint program and then the file was converted to GIF format or the image was scanned and then converted. There are very few programs that support GIF as one of their native formats but it is becoming more widespread all the time and I think it'll do better than TIFF in the long run (it's sure a lot better designed).
