The thing about cubicles isn't simply noise, etc., but that an
office represents respect from company and peers, and helps
self-confidence.  Respect and self-confidence will usually lead
to better work.  (These things are even codified in the civil
service, where depending on rank one receives an office, than
a wooden desk, then a wooden trash can, and finally, carpeting.
There is a silliness in it).

I work at home as much as possible, am far more productive there, and
control the many facets of my life.  Computers, so long as you don't
have to keep resetting them, make this kind of work possible. If
only management would trust its employees, employees enjoy their
work (learn from it, grow...), and return that trust.

I don't think it is as much a lack of trust, especially of professional 
employees, as it is tradition, and two simple facts: Many job require
face to face contact with other people. And, most people don't want to
spend their days alone.

Where I work a lot of people work a home some of the time. I do it myself, once
in a while. But, having people working at home, or at odd times, really causes
problems when you try to get them all together for a meeting that requires
real time interaction.
