A. F. Day?  As in April Fool's Day?  Geez, you gotta be more subtle than 
that!  Of course, I say this after trying to find this guy's name on my 
list of current congresspeople.   The sad part is, the bill is entirely 
plausible given the current levels of legislative intelligence.
