This Conference & Fair is the continuation of the traditional National
Conferences (1979, 1983, 1986, 1989) and annual school-seminars in the
USSR and Eastern Europe on the topic of software engineering. Usually
about 1,000 specialists from more than 200 organizations in 70 cities
gather at these authoritative forums of programmers. The Exposition and
Conference "Softool USSR," held in Moscow in 1990, aroused great
interest of Western specialists in CASE-technology and fostered the
expansion of the software market and the establishment of mutually
beneficial contacts between Soviet and foreign specialists.

Technosoft is a leader in software engineering in the USSR and Eastern
European countries. The original Russian technology of programming using
graphical structures - the arc-loaded graphs - was designed here and has
been incorporated in the International ISO standard 8631H, 1989 version.
In 1987 Technosoft held the international competition "Interface CASE."
At present Technosoft closely collaborates with the American company
"Intelligent Resources International" who is working, among other things,
to bring together Western and Eastern computing specialists.

The city of Kiev was chosen as the site to hold the Conference & Fair.
This is the ancient capital of Kiev Rus, a city that has recently celebrated
its 1500th anniversary (Moscow is 800 years old, Leningrad 200). Kiev
was always situated on the crossroads of the trade routes of Russia, Asia,
and Europe. This is one of the most beautiful cities in the world, an
architectural memorial, the cradle of Christianity in Kiev Rus. The city is
beautiful at any season, but especially in the middle of May, when
chestnuts (the symbol on the Kiev emblem), orchards, and lilacs begin
blossoming. 900 kinds of lilac are gathered in the Kiev botanical gardens.

THE GOAL OF THE CONFERENCE is the presentation of the state of
the art in the development, use, and prospects of software engineering
progress and CASE tools. It also includes assistance in forming the
civilized software market in the USSR and the Eastern European countries,
and establishment of mutually beneficial contacts between Eastern
European and Western companies.

SECTION TOPICS
1. development of new software engineering methodologies and
improvement of existing ones, using knowledge bases in engineering
systems;
2. development and improvement of methods and tools of  design
management, including quality control and engineering systems reliability
control;
3. visualization of software engineering;
4. standardization and legal issues in software engineering
5. application of software and CASE tools
6. proliferation of engineering systems, the training and improvement of
specialists' skills.

LANGUAGES: The conference languages are Russian and English.
Simultaneous translation provided.

AUTHOR'S INSTRUCTIONS. To publish the abstracts of your paper and
advertisement materials you should send a floppy disk (ASCII text) and
one copy of the printout (3 letter size pages) with 1.5 spacing in English or
Russian. Before the abstract's title, please put the number of the Section
Topic mentioned above.

SPACE RATE

The exhibition will be equipped with individual boxes with the office for
negotiations. Your wishes for the arrangement of the exposition will be
taken into consideration. The payment conditions are as follows:

before Feb. 10, 1991 - US $ 350.00 per square meter
after Feb. 10, 1991 - US $ 375.00 per square meter

Space will be sold measuring from 18 to 60 square meters with the
gradation 18 + 6n, {n=0,1,2,3,4,5,6,7}. 

HOTEL PAYMENT

Participants and guests of the Conference & Fair will stay at excellent
hotels in the very center of Kiev. Each participant may be accompanied by
a guest or a spouse. The living conditions and the fee are as follows:

Super first class (3 rooms for 1-2 people) - US $ 245
First class (2 rooms for 1-2 people) - US $ 179
Single room - US $ 98
Double room with shared occupancy - US $ 65 per person.
Prices include payment for three meals per day.

Cultural events include a bus tour along the Dnieper river, visits to ancient
Russian churches, the opera and ballet, etc.

PROCEDURE

The application for participation in the International Conference & Fair,
abstracts of presentations, questionnaire, advertisement materials on floppy
disks and videocassettes, please send to the organizing committee before
Feb. 10, 1991. 

To participate in the conference various registration forms must be filled
in, a banker's draft and company letterhead must be sent, etc. To get the
