I believe that a company instituting inspections for the first time should not have managers present at the meetings because it would stifle the process considerably. I have heard of only two successful exceptions to this rule: 1) IBM opened its meetings to managers only after the process was well instituted so that the right cultural perspective existed (estimate over 10 years later) and 2) Gilb had vice presidents and presidents present once or twice in order to sell the idea of inspections.
