Does anyone know whether there are any public accessible tech report from the
Software Engineering Institute (SEI)?

Most (if not all) of the SEI publications are available to the public, some
for a fee, some not. Write to the following address for a list and ordering
information:

	Software Engineering Institute
	ATTN: Publications Requests
	Carnegie Mellon University
	Pittsburgh, PA 15213-3890

or call (412) 268-6835.

SEI technical reports that have DTIC numbers are available from the
Defense Technical Information Center (DTIC) and the National
Technical Information Service (NTIS). (As an example, ADA169705
is the DTIC number for the SEI report "Toward a Reform of the
Defense Department Software Acquisition Policy.") If you wish to
request a copy of one of the following reports, please contact
either DTIC or NTIS directly.

DTIC: Defense Technical Information Center
	ATTN: FDRA Cameron Station
	Alexandria, VA 22304-6145

NTIS: National Technical Information Service
	U.S. Department of Commerce
	Springfield, VA 22161

If your company is an SEI affilate, then contact your liasion for a listing
of the SEI technical reports. Some of my favorite SEI TR's, recognizing that
I'm in the Software Process Program, include

J. Foreman and J. Goodenough,
"Ada Adoption Handbook: A Program Manager's Guide",
Software Engineering Institute, CMU/SEI-87-TR-9,
DTIC Number ADA182023, May 1987.

W. S. Humphrey,
"Characterizing the Software Process: A Maturity Framework,"
Software Engineering Institute, CMU/SEI-87-TR-11,
DTIC Number ADA182895, June 1987.

W. S. Humphrey and W. L. Sweet,
"A Method for Assessing the Software Engineering Capability of Contractors",
Software Engineering Institute, CMU/SEI-87-TR-23,
DTIC Number ADA187320, September 1987.

P.H. Feiler and R. Smeaton,
"Managing Development of Very Large Systems: Implications for
Integrated Environment Architectures,"
Software Engineering Institute, CMU/SEI-88-TR-11,
DTIC Number ADA197671, May 1988.

W.S. Humphrey, D.H. Kitson, and T. Kasse,
"The State of Software Engineering Practice: A Preliminary Report,"
Software Engineering Institute, CMU/SEI-89-TR-1,
DTIC Number ADA206573, February, 1989.

D.H. Kitson and W.S. Humphrey,
"The Role of Assessment in Software Process Improvement,"
Software Engineering Institute, CMU/SEI-89-TR-3,
DTIC Number ADA227426, December, 1989.

T.G. Olson, W.S. Humphrey, and D.H. Kitson,
"Conducting SEI-Assisted Software Process Assessments,"
Software Engineering Institute, CMU/SEI-89-TR-7,
DTIC Number ADA219065, February, 1989.

L. Sha and J. Goodenough,
"Real-Time Scheduling Theory and Ada,"
Software Engineering Institute, CMU/SEI-89-TR-14,
DTIC Number ADA211397, 1989.

W.S. Humphrey,
"CASE Planning and the Software Process,"
Software Engineering Institute, CMU/SEI-89-TR-26,
DTIC Number ADA219066, May, 1989.

P. Fowler and S. Rifkin,
"Software Engineering Process Group Guide,"
Software Engineering Institute, CMU/SEI-90-TR-24, September, 1990.

There are, of course, a lot of other technical reports published by the
SEI. This listing barely gives a flavor, but it may be of some help.
