Under most U*IX systems, there is a command called 'nslookup' that asks the
nameservers to lookup a hostname. It also runs under our VMS system with
TWG TCP/IP software. Presumably it only works for machines on the Internet.

The syntax I used to find 'simtel20.arpa' was:
  nslookup simtel20.arpa

I don't know how to do it on other systems.
