[comp.lang.postscript] EPSI-generating utils or apps???

I have a quick question.  The EPSF Spec ver 2.0 (dated 1/16/89) talks about
Encapsulated PostScript Interchage format files (EPSI) as a generic, non-machine
specif way to include a screen image in an EPSF.  No need to write PICTs for
Macs, TIFFs or Windows Metafiles for PCs, etc.

Are there utilities or apps that will generate EPSI files from other formats
(like PICTs or TIFFs)?  My goal is to write an small app that will generate
EPSFs with a screen image that can be exported to a number of different
platforms.
