Is there a program for the VAX/VMS that converts an ASCII text file to a
postscript file ?

Try CONVERT/DOCUMENT filename/FORMAT=TEXT filename/FORMAT=PS

GrayMatter Software in Seattle, Washington, USA, has a product called
ScriptServer which handles PostScript, ASCII, and HP-GL printing to
PostScript printers connected via LAT and direct serial line to a VMS
system.  The ASCII conversion includes a number of options, such as
margins, fonts, 2-up, page numbers, etc.  GrayMatter's number is
(206) 281-8800.

By the way, ScriptServer replaces the standard VMS print symbionts
PRTSMB and LATSYM, so it talks directly to the printer.  This allows it
to handle any error messages that come back from the printer, which makes
it a lot easier to debug PostScript problems.

which is available from anonymous ftp site 'icaen.llnl.gov'.
