It there a PD font editor available? An editor that creates
fonts in HP laser download format is what I really want.

One approach would be to use Metafont and generate PK format, then use pk2sfp (from psroff 2.0, psroff 3.0 will be out in comp.sources.unix when Rich comes back from his honeymoon) to convert to HP format.
