In a nutshell, EPS is PS following a standard that defines types, formats, and placement of special comments (and to an extent the PS code itself) so that other programs can read the PostScript and incorporate it into other documents more easily. Basically it is a special and standard (to some extent) form of commenting PS code that is meant to be incorrporated into other documents. (NeXT machines read EPS code nicely, as I'm sure other publishing type software does as well.)
