Can anybody tell me what ISO 3307 says about standard encodings of UTC?
I'm doing some protocol work, and we are considering using ISO
representations of time stamps.  We only need resolution to the second,
and our choices at the moment seem to be either Internet standard time
(integer denoting #seconds after Jan 1, 1900 UTC) or some ISO standard
encoding.
