[net.news.group] Proposing net.all.newuser

As a newuser I have a bunch of so far unanswer questions.
I am using some of them to illustrate the need for:

net.all.newuser
	      Moderated varies depending on newsgroup typically includes:
		Name, etc. of moderator.
		Brief statement of the purpose of the newsgroup.
		Ground rules for this newsgroup.
		How to get software discussed in this newsgroup:
		  who to contact, and
		  license requirments.
			Is it possible to get the Berkeley mail or
			the rand MH without a Bell source license?
			I tried asking net.mail about replacing
			v7 /bin/mail as a user interface.  But there
			are still unknowns.
		Standard references required for discussion in this newsgroup:
		  what are they, and
		  how to obtain a copy.
			I tried posting a request about how to get a copy of
			RFC822 to net.mail.headers.  The only response I got
			was from someone in England, who asked me to share
			what I found out.  I don't know if my article failed
			to make it thru the gateway to Arpanet or if Usenetters
			are unwelcome in that discussion :-).
		Gateways to other nets for this newsgroup:
		  technical and "legal" problems concerning:
		    how to post,
		    how to reply,
			I have several news articles I would like to reply
			to but don't know how to figure out a valid return
			address from the header.  readnews tries but fails.
		    is it possible to ftp from outside.
			I have received suggestions to ftp "kermit" from
			COLUMBIA-20.ARPA, but I don't how to do it from
			here, or if I will get in a lot of trouble if I
			find out.
		Brief discussion to the newsgroups frequently asked questions.
		Brief summary of the newsgroups dead horses.
		  All further discussion of these issues
		  should be restricted to:

net.all.deadhorses

	Should be a welcome relief in MANY newsgroups.

I really hope you are not actually suggesting creating
a .newuser subgroup for every group on the net?  The
software can't support it.  It is also unnecessary.

I find much of this article hard to parse, but I will attempt to answer
the questions raised.
	net.all.newuser
I gather this is a proposal for a newsgroup.  We already have
net.announce.newusers, which is intended to be the stuff that new
users should read (plus the documentation itself which you are expected
to get from your local news administrator).
	      Moderated varies depending on newsgroup typically includes:
Is this a request for a newsgroup list?  Adam Buchbaum posts one regularly
to net.news.group.  Perhaps net.announce.newusers would also be appropriate.
		Name, etc. of moderator.
There are currently only two.  net.announce (and net.announce.newusers)
is moderated by cbosgd!announce (e.g. me, Mark Horton);  mod.ber is
moderated by Brian Redman (gummo!ber).
		Brief statement of the purpose of the newsgroup.

		Ground rules for this newsgroup.
See "rules" article in net.announce.newusers.  Only a few newsgroups
are abused to the point where they actually have rules.
		How to get software discussed in this newsgroup:
		  who to contact, and

This, of course, varies wildly.  Usenet is mostly just a forum for
discussion, not a software distribution service.  Some software that
is reasonable in size and put into the public domain is posted to
net.sources.  Otherwise you'll have to contact the author.
			Is it possible to get the Berkeley mail or
Berkeley Mail, yes, if you can find someone willing to send it to
you.  It's public domain.
			the rand MH without a Bell source license?
I'm unsure about MH - it used to be licensed but I think Rand has
put it into the public domain on 4BSD (can someone who is sure comment?)

A copy was posted to net.mail about 2 months ago.  I gather you're newer than
this.  We have this problem all the time - there is a cycle time of 6-12
months after which some new user raises a question that has already been
beaten to death.  822 is in the public domain, but there is no service set
up to give out a copy whenever you want one.  (You might try the SRI Network
Information Center in Palo Alto, CA, however.)  It is probably counterproductive
to post copies of large documents like this repeatedly.

In general, you have to know your way around the net.  There is an effort
underway (the "UUCP Project") to try to remedy this.  But there isn't anything
you can use yet.

No, there is no gateway from FTP (e.g. the ARPA Internet) to Usenet or UUCP
that can do file transfer.  There are obvious security reasons for this.
If you can find someone on the ARPANET who is nice enough to retrieve a copy
for you, fine, but there is no such service set up.
