equivalent to ISO DIS 9542?

There is none at this time. The standard is now in DP and won't make DIS for a few months, at best. The DP is: DP 10589: Intermediate system to Intermediate system Intra-Domain routeing exchange protocol for use in Conjunction with the Protocol for providing the Connectionless-mode Network Service (ISO 8473) Interdomain IS-IS routing is way in the future.
