If you want manuals for various tools that are available via the
network (e.g. ISODE or PP), get the distributed sources.  They
generally include the manuals.

If you want the protocol specification documents themselves, you'll
need to pay cash money for them.  In the US, we get them from

Whether that's "a right way" or not is open to question :-)
