Not on ONE computer running DOS only, no.
If you have two DOS computers and a fileserver, RETIX will sell you one.
(one DOS machine for the MTA, a program on your machine for the UA, the
fileserver for the communication between them).

Retix has a complete X.400 environment (i.e. both UAs and MTAs) for DOS
boxes, ask them.

It is certainly possible to run X.400 on a 386 running DOS.   One such beast
is The Network Courier Gateway for X.400 from Consumers Software.  If you 
like, you can even run it on a 8088.  For more information, give Ron McIntyre
