Since the US route to OSI is through ANSI, perhps a mass letter-writing (both electronic and postal) campaign should be undertaken. And in other countries, similar efforts. The clearly preferred alternative is open public access via a mechanism like the RFPs. Another choice would be a publicly available data base machine that one could electronically "purchase" documents from via a credit card.
