This is a mystery to me but there's no doubt a simple
explanation!

I have a taiwan special I/O card in my 386SX which provides
COM1 and COM2.  My mouse is on COM1.  Nothing is on COM2.

I installed an internal modem and set it for COM4.  Under 
DOS and under Windows in "Standard Mode", All of my programs
are able to use the modem.  But, in Windows enhanced 386 mode,
this is not so.  Procomm in a DOS window can dial a number,
but once the call is connected I can get no response.
Remote2 says it's dialing but nothing happens.  Windows Terminal
says "COM2 is in use by a DOS Application", and is unable to
reassign to another port.

Is there a solution, short of pulling a chip out of my I/O card
in order to disable COM2?

Don't COM2: and COM4: use the same interrupt request line (IRQ3 I think) ?

Try configuring your modem as COM3:. That should fix it !
