Is there a way to draw an icon for a non-windows app using the
windows drawing tool? I have done this in suntools but have
not found any reference to it in the several windows books
that I checked in.

There is icon drawing programs and programs that will convert GIF or BMP files
to ICO files. I use ICONDRAW it is the best one thaat I have found.
