[comp.os.os9] PCOS? How close is it to OS9 and where did it come from?

Once while I was reading an article on os9 (or part of an article),
there was mention of an operating system called PCOS.  It was
said that this was the international version or something like
that.  What, Who, How, When, and Where is PCOS? :-)
