[comp.society] Information on the Certification of Software Engineers

I am a Computer Science student here at Southeastern Massachusetts 
University in my junior year.  I am working on a report for my Report 
and Proposal Writing course I am attending and I have decided to do 
my final paper on a controversial issue relevent to todays students.

The certification of software engineers recently made the news in 
professional publications and raised quite a few question.  Since
the issue is so new I'm having difficulty specific articles; the
indexes are only current to 1989 and most of the articles I read were
written in '90.

I'd like to look at both sides of the issue, pro and con, and also at 
the possible effects certification would have on all parties concerned...
users and developers. I know the issue was discussed at some length on 
RISKS list (does anybody have the address??), and I believe I saw it 
mentioned on the COMSOC list.

If anybody knows of any articles dealing with the issues I would 
appreciate any references. Also, if anybody has any opinions and or 
facts you think might be of interest to me or pertinent to the paper 
I'd also appreciate hearing ( or reading) them.  Finally, if anybody 
knows of any articles that are archived on the NET somewhere, I'd 
appreciate information on where they are and how I can access them.  
I'm sure the COMSOC list has archives somewhere with articles that 
would be of help to me.

Fianlly, I think any responses should be sent to me since most members 
of the list probably won't be interested in all this stuff.  (Besides I 
don't always have time to access BULLETIN on my system and sort through 
all the new messages).
